Can AI damage assessment replace insurance surveyors?
Where Indian rules draw the line, what four years of production data at HDFC ERGO shows, and five questions to ask any vendor about accuracy.
No, and it doesn’t need to. AI replaces the inspection, not the surveyor. Pre-inspections can run end to end without a site visit. In India, motor claims below ₹50,000 don’t legally require a registered surveyor, and insurers already assess many of them with app-based AI. Above that line, a licensed surveyor still signs off. The difference is that the surveyor starts from a structured damage record instead of a blank page.
Where the line falls in India
In a written reply to the Lok Sabha on 16 December 2025, the Minister of State for Finance said that motor losses below ₹50,000 need not be surveyed by a registered surveyor, under IRDAI’s Master Circular on Protection of Policyholders’ Interests, 2024. He added that insurers are already using app-based methods with AI-driven assessment for these claims. Above ₹50,000, a licensed surveyor is still mandatory.
In practice that gives three zones:
- Pre-inspection and break-in, before cover starts. No surveyor required. AI can run the whole inspection from photos the customer takes.
- Motor claims below ₹50,000. No mandatory survey. AI can assess the damage and produce the first estimate.
- Motor claims above ₹50,000. A licensed surveyor assesses the loss. AI prepares the evidence they work from.
What the accuracy data shows
HDFC ERGO uses CamCom for break-in inspections: the mandatory check before cover restarts on a lapsed policy. Policyholders inspect their own vehicle through a mobile app, guided by on-screen voice instructions, and the AI assesses the exterior.
Between FY21 and FY24:
- Inspection time fell from 8 hours to 5 minutes.
- Inspection volume grew from 52,819 to 196,619, a 273% increase.
- Mean accuracy rose from 83% to 98%.

What AI replaces, and what it doesn’t
AI replaces:
- The site visit to photograph the vehicle or property
- Manual damage mapping: where the damage is, what kind, how severe
- The first-pass estimate on straightforward cases
- Checking that the images are genuine and were taken at the right place and time
- A permanent visual record of every inspection
AI does not replace:
- The licensed survey on motor claims above ₹50,000
- Judgement on disputed liability and complex losses
- The adjuster’s decision on claims that need expertise

Five questions to ask about any vendor’s accuracy
1. Was it measured in production or on a test set? Production data from a live insurer is the only figure that predicts your results.
2. Over how long, and across how many inspections? One quarter on a few hundred vehicles is a pilot, not proof.
3. Accuracy of what? Detecting damage, locating it, grading severity and pricing the repair are different tasks with different error rates. Ask for each.
4. How is capture protected? If customers can upload old photos, the accuracy of the analysis doesn’t matter. Look for real-time guided capture, location checks and comparison against earlier inspections. CamCom’s capture layer, Trinetra, accepts only live, guided capture.
5. Can an auditor trace every decision back to the images? Regulators will ask. The answer should be yes for every inspection, not a sample.
The same approach outside India

Does AI replace the surveyor?
No. It replaces the inspection: the site visit, the photos and the damage mapping. Licensed surveyors still assess larger claims, and adjusters still decide complex ones.
